My comment is a general one, in that it applies to many pieces of legislation, not just the Ontario Heritage Act. But it is very important.
It concerns the way the public is to be notified of proposed, challenged, or repealed actions.

The regulations say " The clerk shall ... publish notice of the ________ [amending by-law, repealed by-law, etc etc] in a newspaper having general circulation in the municipality."

This method just doesn't work any more. Print newspapers are disappearing, and municipal notices are not published in online versions of many newspapers.

We need to add another method, or even totally replace the newspaper method with something like

The clerk shall publish notice of the __________ on the Public Notices section of the municipality's website"

This should be in addition to the print publication and other notices currently required.
Not all citizens have access to the Internet, just as not all citizens have access to a print newspaper. But ALL citizens need to be informed of zoning, land use and other legislative changes.
