I have participated our community struggle for air pollution many years, I find our community suffers in the air pollution so many years because

1. Ontario Ministry of Environment made decision without community public consultation. They did not notice the public members and communities which are in the influence area, so public members had no chance to participate the decision make. After issue here, they also do not work together with the public members and community.

2. Public members do not know EBR, almost people have no idea what they can do when the pollution affects public health and environment. They called Ministry of Environment, but the problem still here, then they think they cannot do anything, just waste time to report pollution, so they give up.

Both sides problems can be resolved if all people get education of EBR. This is Ministry of Education main responsibility, to give children education of EBR, so they all know what they can do and should do when they grow up, no matter they are working as decision maker in government office or just are normal public members.

I would like to suggest Ministry of Education add EBR education into school class, in elementary school, high school and college, let every one know EBR, let every Ontarian participate environmental protection and fight climate change.
