Thank you for the opportunity to comment on the Proposed Implementation of Updates to Ontario's Water Quantity Management Framework.
As an active member and supporter of numerous conservation and environmental groups in the province, I urge the ministry to 'err on the side of caution' in managing new or increased permits to take groundwater to produce bottled water. I believe a strong majority of Ontario residents would prefer that the ministry give the benefit of the doubt to conservation, rather than a deregulatory approach running the risk of excessive exploitation of our water.
Accordingly, I am opposed to removing mandatory reductions in water takings during drought conditions for bottled water permit holders. A voluntary approach would introduce an element of uncertainty. It would not reassure the public and would not ensure that companies will practice the highest standards of conservation in drought periods. Residents are required to adjust their water usage when drought conditions arise during the summer and it's only fair that water bottling companies meet the same standards.
I'm also opposed to issuing permits for up to a maximum of 10 years, instead of five years. In my view, this suggested extension is unnecessary and undesirable.
I share the concerns expressed by the Wellington Water Watchers about the proposed framework, including inadequate engagement of First Nations. I support the Watchers' statement that the Crown has a legal duty to consult with First Nations on water rights. As such, the framework's suggested "providing notice and consultation with Indigenous communities" should be bolstered with stronger wording to recognize the interests of First Nations.
