I support the proposed changes to the regulations allowing the use of non-licensed operators to operate a water or wastewater facility in the event of a staffing shortage due to an emergency such as the current COVID outbreak. However I do not feel that a strike or lock-out is sufficient reason to bring in non-licensed personnel. I realize that maintaining the operation of water and wastewater facilities is critical at all times. Therefore why not declare water and wastewater operators essential workers
