Good day, I respectfully request that the Ministry not grant the extension of the SSS for BaP at the Stelco Nanticoke plant. The same logic applies to the Hamilton facility.
Briefly as follows,
1. The extension violates the Ministry's commitment to continuous improvement as stated in Ont. Reg. 419/05
2. The company was able to achieve a significant reduction in the previous four years under the SSS process. An reduction of half of that amount should be expected for the next two years assuming that the same operation and maintenance procedures are in place.
3. The regulatory limit for BaP as shown in the proposal is 0.00001 ug/m3. The requested continuation of the SSS at 0.0025 ug/m3 is orders of magnitude above the regulatory limit. Doing the math gives a factor of 250 times what the Ministry has chosen to set in the regulation. How is this not different from exceeding the speed limit by a factor of 250.
The health impacts of those living in close proximity to the facility are potentially very compromised
