I have been a responsible hunter for over 47 years. I have passed these traits to my son who is also responsible. The mandatory reporting is a great idea for hunting and hunters to monitor the population of hunted species. However, taxing hunter for not reporting is rediculous. As always the govt finds more ways to snatch money from hunters. If there is a need to ensure that hunters report make the first offense a warning and the second offense and subsequent offenses a hunting licence suspension for one year for 2nd offense 2 years for 3rd and a 5 year suspension if there is a forth offense. After the 5 year suspension perhaps even having the hunter re take a hunter safety course could be considered. This is just an alternative as I believe it would have more impact on hunters than monetary losses....
