Hello.
Just a comment related to noise, dust and odour control. While some municipalities may have by-laws related to these 'nuisances', not all do. The MECP should consider the cases where the by-laws do not exist. Passing a 'blanket' enforcement onto the municipalities alone is not the way to go. Otherwise, the MECP is almost 'forcing' municipalities to establish and pass new by-laws. A consistent and uniform approach is necessary and it is understood that there are challenges considering some municipalities have these by-laws in force, while others don't.
Perhaps it may be that the MECP enforces noise, dust and odour. There is also the issue of cross-jurisdictional enforcement. For example, odour from a federally licensed cannabis operation ; is that enforced by Health Canada, MECP, local municipality ?
