In general, the revised guideline is too complicated, and adds little value to the process beyond updating consistency with the Provincial Policy.

The classification of industries in this revised guideline is too restrictive, and the current version seems out of touch to the current realities of land-use planning.

For example, in an industrial area in transition (e.g. Toronto), particularly from the noise perspective, Table 3 indicates that a facility that does not produce audible noise or ground borne vibration beyond the property line has an AOI of 500m and setbacks of 200m are recommended. This is not practical, and too restrictive. I recommend a classification for small scale facilities (similar to Class 1 in the current D6).

I recommend an example (or two) and guidance on how to assess small industries, similar to Class 1 in the current D6 guideline. For example, a small produce warehouse with two loading bays. This type of facility is often required to be assessed in an industrial are in transition (e.g. Toronto).
