I think this a good and need amendment to the process. Many small and medium craft breweries want to do their part of meet Provincial environmental regulations, but do not have the financial and human resources to invest in getting it done. This will go a long way to get these smaller breweries on board.
If I could suggest a few minor changes...
1. For many microbreweries the requirement to have their spent grain containers stored inside is not possible/feasible as many of the compnaies that pick up these spent grain tanks come in the evening/odd times and require the storage containers to be left outside for ease of pick-up. Also many breweries have permanent spent grain tanks outdoors (aka spent grain silos) where the spent grains get directly sent to after its has been brewed with. These are large permanent structures (spent grain silos) that can not be held inside. Consequently in terms of best practices saying to store spent grain inside I would specify it strictly for nanobreweries and brewpubs.
2. There is nothing in the proposal specifying boiler emissions/noise. Breweries have boilers and chillers which release emissions and noise/vibrations. Are these items also captured under these regulations or do they fall under separate regs? This should be clarified/stated somewhere in the process so it is clear.
