Bill 4, the Cap and Trade Elimination Act, which is a market based solution to controlling carbon emissions, is costly and self-destructive. As a revenue neutral program it had already been able to fund many pollution and carbon mitigation initiatives, providing jobs and income for Ontarians. Cancelling these will require borrowing to pay the cancellation fees and respond to inevitable court challenges, or slashing essential social service programs or both. Either way the taxpayers will lose. There is still time to back down from this wrong-headed, purely ideologically driven act.
