The changes proposed in this ERO#019-4801 will allow virtually every pit owner to alter their site rehabilitation plan without oversight of any kind, and why wouldn't they? The business of filling in aggregate pits is extremely lucrative for the owner.

There is a high concentration of aggregate pits in small areas of the Oak Ridges Moraine. I can see a day shortly after this change is passed where towns in the Oak Ridges Moraine will be overrun with dump trucks. How will the truck traffic and congestion, dust levels, road destruction etc., be anticipated or managed if there is no one monitoring, reviewing and approving these pit rehabilitation alterations?

I urge you to exempt sensitive lands like the Oak Ridges Moraine from the proposed changes.

Municipalities should have the right to decide where the would allow fill and where they would not allow fill, not the aggregate pit operators themselves. This makes no sense. Municipalities should also have the right to collect a significant per load dump fee to cover the costs associated with the negative impacts to neighbourhoods, roads etc.
