Smaller municipalities don't feel heard in terms of changes being made to conservation areas. It seems that these areas are gradually being taken over so that higher levels of government can do as they wish with the space - exerting more control over what should remain natural and untouched. It seems that regardless of feedback, the authorities with higher control are going to do what they wish and only utilize feedback that supports their own mission. We should do our best to maintain these areas and keep them as they are, not identify them as areas in need of development requiring extra fees to continue to operate. This just becomes a multi-step approach to taking over something that should not be owned, but that should be protected as nature intended.
