From a geotechnical engineer who has been answering questions about this regulation since January 1, 2022. I don't see the point in delaying the implementation of the regulation seeing as we are already a quarter of the way through the year. If you are going to delay this regulation, please make it an effort to provide information to excavation contractors regarding the regulation. The engineers and municipalities are mostly up to date.
In my option this regulation is useless as the "bad actor" who weren't following the previous environmental regulations are not going to follow this one.
