For many years I have been troubled by the dumping of fill in rural areas and the amount of heavy truck traffic on roads not designed for it. Often there have been unintended negative consequences to natural drainage patterns and effects on nearby forested land. Much of the development where the soil comes from also consumes large quantities of aggregate and it should be easier and more cost effective for the aggregate industry to accept surplus soil. The movement of contaminated soil needs to be restricted and monitored.
Grade changes should be better analyzed to be certain it does not adversely affect neighbouring properties and alternative acceptable grading plans easier to submit and work with, perhaps by reducing major earthworks we can also reduce our carbon footprint.
There also needs to be a recognition of the importance of farmland and topsoil as a finite resource that is essential to feeding our growing population, the paving over of agricultural land and wasting of topsoil needed to end decades ago but now would be the next best opportunity to protect our capacity to grow food and maintain forest ecosystems.
While the answers clearly are not easy or 1 rule for all, the recognition of soil as a resource to be required or offered from various sites is important, utilizing it as close to the source as possible is a good idea and perhaps the re-establishment of composting facilities for organic matter and topsoil together with creation of transfer sites for excess soil much like waste facilities that can facilitate a 2 way flow of soil for the landscape/pool/construction industry in a responsible and fiscally beneficial manner might be a start.
A better process for engaging the public in this important matter should also be sought as I'm sure like many things done by Government, affected people will only find out after the fact. Posting something on the internet does not ensure people will see it unless people become actively aware that they should look for it and have the universally available means to get and understand the information.
