We respectfully advise and place on record that the proposed URVs have not been requested by resolution of Toronto City Council nor by the Toronto and Region Conservation Authority.
The five proposed URV areas in the City of Toronto do not meet basic criteria for inclusion in the Greenbelt and are not consistent with the Key Factors considered in identifying proposed URVs as stated in ERO 019-4485. Significant portions of the lands proposed for URV designation in Toronto do not contain natural features or functions and are not consistent with the designation criteria outlined in the ERO posting for URV designation. Further, channelized and piped sections of watercourses are not suitable for public access. Designation of URVs which do not reflect the Greenbelt Plan’s vision, goals and objectives does not support and may even undermine the value of the URV designation.ditionally, recent experience with the existing URVs and proposed provincial infrastructure has shown that URV designation raises expectations with respect to the level of protection without providing any additional tools to assist with the protection of these lands (e.g., such as is provided to other Greenbelt lands through the General Infrastructure Policies in section 4.2.1 of the Greenbelt Plan).
