There is plenty of under-utilized space within the current city boundaries. Increasing density within the current boundaries would increase the tax base without requiring extensive new infrastructure and it would destroy farmland and green space outside the city.

The current condo boom within the lower city in anticipation of the LRT being built demonstrates this well.Infrastructure may need to be upgraded but that creates a net benefit for all residents and increases the efficiency usage of current roads and transit.
