What an extremely stupid and short sighted idea this is. Focus on improving the function of cities that already exist and build them up. Increase density of existing cities. Otherwise this will result in destruction of significant wetlands, floodplain infringement, drinking water quantity/quality degradation, and more. It will not help the housing crisis because the crisis is around affordability, property ownership (landlords), and immigration policies than it is about the number of houses.

This is a step backwards.
