Having read the proposal, I am shocked by what it misses... CONSERVATION.
The Ontario government has made it quite clear, that they care only for building homes and avoiding floods/erosion, and absolutely not at all interested in conserving the natural environment... isn't that the entire POINT of conservation? I am well aware that Ontario Conservation Authorities were created after Hurricane Hazel, to help protect us against natural disasters. However, their functions also include protection of endangered species, battling against invasive species, water quality protections and studies, habitat restoration, education, recreation, etc. etc.
This government has shown gross negligence for all of those things. to limit the scope of what CAs can raise as concerns when reviewing permits is stupid - who are the environmental experts, you or them? To require a pre-consultation just so that they can meet this new mandatory "application is complete" standard is just additional administration, and will slow things down rather than speed them up.
And then there's the list of things not requiring permits. I like how you snuck WELLS for private use in there, along side tiny decks and sheds. JUST WHAT WE NEED - less restrictions for private for-profit corporations to steal our drinking water.
My conclusion after reading the whole document - this has literally nothing to do with building homes. This has to do with removing protections for the environment, to line the pockets of developers. Oh, unless the whole point was that strange "for discussion" section, which is just wild, the whole thing stinks. imagine exempting an entire municipality from protecting it's environment!
