5% upper limit is not enough! We need a good MINIMUM to ensure affordable housing is built with EVERY development or redevelopment. This inclusionary zoning amendment needs to be more ambitions to allow more variety in housing stock in rental or to-own units. More medium-density, less cookie cutter developments which require cars for everyday needs.
