Does this proposal imply that the expected population increase will all wish to live in suburbs?

The suburbs are the least efficient form of land use for housing and the most expensive in terms of maintenance of roads and utilities.

Improve density instead, there are plenty places that would benefit from redevelopment to medium density housing with commercial use on the ground floor.

And just make it illegal to sit on condos and not use them. And I don't mean rent them out, homes should belong to the people living there.
