What about all the empty land in Toronto. You might not think there’s much, but if you look, you’ll see it everywhere.

Further, one of the best ideas out there is using school property to plunk down a tower. Tear down the school, put up a tower with a new school in the base. Did this on the North Toronto Secondary site. Imho worked out great. New condos for developers, new school for kids. And we all know the sorry shape of some schools.
