I believe that the cottage leases should be extended for the 2 year period, and that a solution must be found be for the permanent occupancy of the cottage lots, and a sale under Section 9(3) of the Provincial Parks & Conservation Reserves Act (2006) as directed by Minister Jeff Yurok is the best way.

As the park was originally founded over 120 years ago for cottagers and it involves such a small area of the park, the sale of the land to the cottagers would be the best solution.
