By not allowing municipalities to charge Development Charges it will result in higher taxes for all citizens. It will also mean that improvements that are often needed (i.e. increased garbage pickup or parkland) with increased density have no form of funding. The Developer gets the money from the units but the cost to support the units all falls on the existing residents.
