After having read through the entire set of recommendations I would like to commend you on the progressive approach to streamline and enhance the current system.
One option for exam time per question would be to allow more time for the exam - based on needing to cover the necessary ground with the exam. Thus allowing say 4 hours for the current 3 hour exam would accomodate those who are needing more time per question. The idea is to not dilute competency confirmation by reducing the material covered in the exams.
Working with existing organizations to cooperatively produce continuing education opportunites is a great idea.
