The scientific consensus is that climate change is caused by man-made carbon dioxide emissions and that the level of these emissions needs to be reduced before more serious harm is done to the world. The only way these reductions will occur is by collective action and the only way to have collective action is for each country to demonstrate its commitment.

I believe the most effective way to reduce carbon dioxide emissions is to tax it. However, as a fiscal conservative, I would press for a reduction in other taxes such as personal income or corporate taxes to offset this tax.
