Repealing cap & trade and…

Repealing cap & trade and replacing it with "targets" and a "climate change plan" is prima facie ineffective. It's like telling the roofer you hired, "Stop your repairs and go. They are too expensive. I will save my house with this new target for interior water damage and my plan for rainfall." Yes, you will save money. But you will lose your house.

Cap & trade is not perfect. But it directly reduces carbon emissions (a reasonable and necessary goal) using market forces (a reasonable, conservative approach likely to work). Bill 4's "targets" and "climate change plan" promise exactly nothing, do nothing, and will result in nothing.
