I believe cap and trade mechanism is a tool that has proven its value in Canada. It has been used to address the acid rain in the 1980s and the cap part was used to recover the collapse of the fish in early 1990s in East Coast. The additional cost is felt at the start but iteither goes away or reduces once the issue is being addressed in this case is the reduction of GHG, while a tax is usually applied forever. Cap and trade mechanism offers incentives for organizations to do something about the issue because they know that once they do the additional cost disappears, a tax stays forever...look at the GST! Although people can argue whether a straight tax or a cap and trade mechanism is better, an incentive is needed for everyone to reduce GHGs as people are set in their ways and unless it’s too late people won’t change, psychology 101. People who have not studied the climate change phenomenon might have a hard time relating or believing that the earth is changing its climate and not in a way that can sustain human life and all the natural resources we need to surive. People don’t see nor necessarily understand how gravity works but the same science that is used to describe gravity is telling us about climate change. Basic principles of chemistry, biology, physics are used to analyze and conclude that we are changing the climate that we depend on our survival. I won’t even go into the moral responsibility or lack of what we’re causing because my comment will be too long. Not having a climate change plan that supports the public sector and innovates the private sector is a recipe for disaster of life lost, health sector stretched to the limits, infrastructure destroyed. I have yet to see human kind control the weather, we are good at monitoring it but we run and hide because we can’t tame it. The environment has its own time clock that doesn’t align with our own but although it shows its changes slowly they are powerful and cause destruction, death and misery. Thank you for letting people voice their opinions. Please listen to science and bring a proven mechanism like cap and trade back to Ontario. Thank you, Elizabeth
