Niagara Region staff have reviewed the proposed changes in ERO 019-6767.

Given the extent of the conditions, specifically the requirement for municipal zoning to be in place for recycling facilities and the need for Regional approval if an entrance in changed on a Regional road, that are associated with each of the proposed changes, Niagara Region staff do not have concerns with the expansion of the list of small or routine site plan changes that can be self-filed.

Should the list of changes that can be self-filed change, or the list of associated conditions be revised, we would apreciate the opportunity for further consultation with the MNRF.

In regards to the new policy to clarify requirements including notification requirements when amendments are proposed to existing licenses, permits, or site plans that require Ministry approval, as well as the outline criteria or considerations to determine whether these changes are significant or not. As this is understood to be primarily an administrative change intended to clarify requirements and improve implementation, Niagara Region staff also have no concerns.
