I have many concerns,
1). this proposal was posted Aug 15, 2023, but I did not receive notice from C.H. Demill until Sept 8th, 2023. Leaving me very little time to ask questions or investigate. This is unacceptable in today's standards of full disclosure.
2) there are a number of community groups and individuals that have argued in the past with the ministry and C.H. Demill on their PTTW and we have had a number of protective clauses added to the current PTTW based on the unacceptable
environmental impact, category 3, and the fact that the quarry is not monitored at a regular frequency, and there have been recorded breaches in the PTTW with this owner on more than one occasion. The settling pond neglect, pumping during drought conditions, not adhering to the current restrictions on the PTTW. This was why extra monitoring was put in place by the ministry.
3) Why, as an individual and a community, do we have to continue to fight the same fight???? This category 3 is not new! You have the history and all the concerns in your files, repeatedly.
4). We have been told by representatives of our council and Demill that water doesn't run through rock, this is questionable. But if they are correct, and we tend to be in a drought area, why would anyone need 3,945,600 liters per day per 365 per year. We would not see this much rainfall in 10 years.
5). Knowing the poor performance and non compliance issues this owner has, why would you authorize a 10 year permit? I would like to think that you have people in place, in the permissions branch, that would study the history, the past reports and monitoring and would then restrict the permit to 3 years with all the current clauses, to ensure that any increase in dewatering has no effect on the environment and surrounding home steads.
6). I need to know that during the historical monitoring, if this owner has never reached the current volume of dewatering, why is an increase necessary? Or is it just a way for Demill to have all the hard work, expensive studies and reports currently on record, removed?
To say I am disappointed in Demill as a Tyendinaga neighbour, does not even come close to how I am feeling. Greed, at the expense of your neighbours and the environment is why we currently have global issues today with our climate. Drought, intense heat, wild fires will only continue and get worse season after season. This past summer has proven that. I hope you have all the studies and educated persons involved before you make any decisions on this request.
