Is this related to expansion of the 401 highway? There needs to be transparency re why this is a Category 3 permit, whereas some of the individuals involved are stating it is just for the removal of pooled rain water. How is that handled now, then? Why is a new permit required? It would appear it is for rigorous work out of those quarries.
