While I believe steps need to be taken to prevent the spread of invasive species I worry this may be an overreaction, especially as a first attempt. How are we to prove where self trapped minnows came from? In addition to all out I'd and licences we will now also need to carry forms and Receipts? Neither mix well with the outdoors and water. I feel you need to rethink such a drastic change...if more needs to be done in the future then place further restrictions then.
