The public outcry against the unethical attempts to build on Greenbelt lands and to force municipalities to build on whitebelt lands should be a clear signal that Ontarians care about the environment.
When it comes to protecting water supply and water quality, there's no such thing as too much oversight. We cannot assume that business owners are going to take PUBLIC WELL-BEING into account when deciding how much water to take, what watercourses to change and/or what to spew into a water source.
Furthermore, even if the business owner does care about PUBLIC WELL-BEING, it's ridiculous to assume that s/he is sufficiently educated in hydrology, water chemistry and aquatic ecosystems to make a decision that is in the BEST INTEREST OF THE POPULATIONS WHO DEPEND ON THE WATER SOURCES IN QUESTION.
The current Ontario government claims to be all about upholding the well-being of "the people," and yet what you are proposing is to allow a privileged few to oversee activities that could have profound and lasting negative effects on the water sources that "the people" require for a healthy life.
You promised us honesty. Tell the truth: "Streamlining" the permit-by-rule framework actually means allowing industry do whatever it wants to and with our water.
Is that the legacy this government wants to leave?
When it comes to protecting our water, we need EDUCATED overseers including non-government scientists and expert members of the public, not businesspeople who have their own bottom lines at heart and lack the knowledge to foresee how their actions will impact water sources that THE PEOPLE rely on for health and life.
