Water is a finite resource that needs to be regulated to conserve and protect it with wise use and management. The proposals in ERO 019-6853 remove ministry's right to review applications for water taking permits in more circumstances, and eliminates Ontarians' right to participate and have input in this area even if the watertaking affects them. For example construction site dewatering permit is currently limited to 400,000 litres daily, but these proposals would allow self registration and immediate operation. These proposals may result in Ontario not meeting its obligations under the Great Lakes and St. Lawrence River Basin Sustainable Water Resource Agreement.
Further, it restricts the role of Conservation Authorities by removing the requirement to notify Conservation Authorities of watertaking, drought and low water in areas. CAs must be allowed to know, monitor, and protect water and the natural environment and the effects of the above on our wells. These proposals allow an exemption of residential foundation water taking which can have serious implications on watershed sustainability. Other proposals include self registration of storm water management which could limit the protection of water quality, quantity and which management is necessary to mitigate risk to drinking water.
To hide this proposal in a Plan to build housing is insulting. I have read and heard on CBC that there is plenty of land ready for years to be built upon but the developers are not proceeding. This was revealed during this government's unfortunate grab of Greenbelt land for their cronies. Instead, do something to make developers start building on lands that they already own and are ready to proceed.
And preserve our water before it becomes a source of antagonism between neighbours and countries.
