The public should be consulted and must formally be included in the application process for stormwater management systems. The Conservation Authorities of Ontario should be involved in the planning and oversight of stormwater management in sensitive areas where it previously has had jurisdiction.

The aggregate extraction industry and mining industry should be ineligible for EASR permitting. They should be required to meet the more rigorous qualifications and standards that now exist for these activities.
