The benefits only apply to the company side of this proposal.
The town would lose quality of life from the volume of trucks proposed that would daily be passing up and down the main street passing through two school zones.
Add to that the idea of a dump less than 1km from the river and next to residential uses, forget the 'reopening' rhetoric, it should be viewed as net new since the purpose proposed is not even close to being the same as that for which the initial licence was granted.
