I don't believe the current cap-and-trade legislation should be scrapped without equal or better legislation put into place immediately. Although it might be costly in the near future, the cost of not halting or reducing climate change is far greater. The UN report released this week only further emphasizes the need to reduce carbon emissions in all areas - including businesses.
Furthermore, the reputational cost of pulling out (and stranding California and Quebec) and the legal cost of fighting the federal government need to be considered.
Although a democratic government is at it's most basic meant to represent and act on the will of the people, it also needs to occasionally recognize that ordinary people are often not the best deciders of complex, big-picture problems. There are many examples of pieces of legislation that have been passed that were surely unpopular in their day, but that have born fruit and are broadly supported today.
