Partial Service Policies
- Add a policy permission where partial services would support economic development
- Add a policy permission to support communal water with onsite wastewater
- Expand the definition of settlement area to include designated rural light industry business parks
Provide a definition of decentralized servicing

The Carp Road Corridor is the City of Ottawa's largest designated light industry area. Located immediate to the city's serviced area urban boundary and at a 400 interchange, the area is home to over 200 companies and 2500 jobs. Since only 50% built out there is opportunity for existing businesses to grow and new businesses to locate in the area.

Wells and septic systems serve existing businesses in the area Typical of light industry areas, lots tend to be large so provision of onsite wastewater is achievable. But in this area, groundwater is limited in volume and poor quality placing a constraint on business growth and new business attraction.

Policy permissions supporting extension of water service into the designated area, and the City of Ottawa's support for a Local Improvement, would stimulate economic development.
