Further to our initial comments, the Municipality of Oliver Paipoonge submits the following:
The draft 2024 PPS now states in Section 3.6.5:
5. Partial services shall only be permitted in the following circumstances:
a) where they are necessary to address failed individual on-site sewage services and individual on-site water services in existing development; or
b) within settlement areas, to allow for infilling and minor rounding out of existing development on partial services provided that site conditions are suitable for the long-term provision of such services with no negative impacts.
c) within rural settlement areas where new development will be serviced by individual on-site water services in combination with municipal sewage services or private communal sewage services
The Municipality of Oliver Paipoonge does not have access to, nor the land to create municipal sewage services. A large amount of our developable lands, including a proposed 50 lot residential subdivision, as well as a possible 100 lot seniors’ subdivision, will not be possible with this new restriction. Much of these lands are within a wellhead protection area and private wells are not possible. With this legislation, these and likely other developments will no longer be possible that poses considerable strain on our municipality. The push has been on residential development in the last few years, and our Municipality has been diligent in creating buildable lands. This new policy will severely limit future residential development as there is no way to accommodate this new provision.
Private and partial services should be permitted within Rural Settlement Areas as those municipalities that have any are generally rural communities that cannot offer full municipal services and communal services are not financially feasible because of the limited acreage of land available to develop.
