(A) Bill 185 proposes to allow "mass-timber" buildings up to 18 stories high:-I think this is wrong and this proposal should be rescinded.
The only place in Canada to find timbers big enough for such large timber buildingsis in British Columbiaand the only place in BC to find such large timbers is in old-growth forestswhich are dwindling and in danger of disappearing altogether due to over-cutting.
BC also sells its standing timber to loggers and sawmills much too cheaply with the result that the US has imposed countervailing duties on all Canadian softwood imports into the USAto the great detriment of Ontario and other provinces which have much more responsible and sustainable forestry policies.
Allowing mass-timber buildings to 18 stories is environmentally harmful to old-growth forestsand also economically harmful to Ontario's own forest industry.
Mass-timber construction in Ontario should be allowed only for buildings up to 45' highand buildings taller than that should be built only from reinforced concrete and/or steel-frame,keeping in mind also that portland cement and structural steel are major products in Ontario.
(B) I would like to propose that an important measure to loosen up municipal over-regulation which prevents housing from being builtwould be to require that the mayor of each municipality should be paid a salary by that municipalitywith the minimum weekly salary for a mayor being set at 40 hours times twice the hourly minimum wageand mayors should be required to spend at least 40 hours a week on municipal property engaged in municipal business.
A lot of municipal over-regulation is caused by paid non-elected municipal officials making up rules and policies of their own not authorized by municipal councilsand illegally enforcing them to the detriment of residents trying to do useful thingsand elected volunteer municipal councillors are hard pressed to curtail such illegal activity.
A good example of this can be found in the Township of Madawaska Valley.
If at least the elected mayor was paid enough to devote full time to their dutiesthen this would attract more energetic and effective people to the mayor's rolewho would block officious and overbearing municipal officials from acting illegally plus they would be able to spend more time promoting new economic and real-estate developmentwhich would also include more and better housing for local residents.
