To propose a 32+ storey apartment building without planning and transportation studies is reckless. The area is already highly saturated with traffic.
A study would be useful in The planning of the buildings. Given the saturation in the area and lack of ability to add more road(s) for increased traffic, a study would most likely be beneficial in determining the optimal amount of storeys that can be appropriately approved, without creating havoc for present and future residents.
