From my basic understanding of urban planning. The idea is to keep commercial/industrial properties next to highways where there is a constant requirement for trucking to service manufacturers, distributors, and commercial businesses. Thereby keeping residential communities away from high traffic, high volume, busy industrial zones. By placing 32+ story residential apartment buildings within this area and adjacent to an on-ramp to Hwy 400 south this will create a counter productive environment which will choke a functional well planned , well zoned and organized urban community.
