The applicant originally applied for a multimedia approval which was cancelled and later reapplied for separate media approval. The comments received for a multimedia application (ERO# 019-9241) were transferred over to the separate media applications for waste, air, noise and sewage works.
Approval is granted for a new Environmental Compliance Approval (waste disposal site - transfer/processing) for Waste Management of Canada Corporation, for a waste processing facility located at 19 Rockland Road North Dumfries, Ontario.
The approval permits the company to develop and operate a new enclosed non-hazardous recycling facility to receive solid, non-hazardous recyclables (primarily blue box recyclables), including various plastics, metals, and paper/fibres, and separate them into “like” products. The recycling facility will receive solid non-hazardous waste generated within the Province of Ontario. The hours of operation will be 7:00 a.m. to 7:00 p.m. five days per week, with a night shift for maintenance work. The facility is approved to receive up to 750 tonnes per day of Single Source Recyclable (SSR) materials and the total amount of unprocessed, processed, and residual waste stored on-site, shall not exceed 1,000 tonnes at any time.

A summary of the concerns outlined by public is noted below:
A resident noted his concerns pertaining to odour/smell to a residential area within 1 km of the facility, and heavy truck traffic causing affect on quality of life.
Response: The proponent is seeking air/noise approval under section 9 EPA and all such concerns will get evaluated at section 9, EPA approval by Air Approval Engineer. Moreover, the facility is not accepting putrescible material or household garbage and the blue box unloading, sorting, storage and reloading is proposed to occur inside the building, odour is not anticipated to be a concern associated with transfer of blue box material recycling.
A letter raised concerns about air quality, noise, groundwater contamination, rodents and pest control as well as the facility operations will result in diminishing property values. They requested that their issues/concerns be addressed.
Response: The issues concerning to air quality and noise will be evaluated during section 9, EPA, approval for which an application has been submitted. The blue box materials to be received, stored and reload at the Site will occur inside the building, and for that reason, we do not anticipate potential for impact on the local groundwater resource or groundwater contamination. For site stormwater management, the facility is seeking section 53, OWRA, approval. As such, all issues pertaining to the surface water quality will be looked at by the ministry’s technical staff as part of section 53, OWRA, approval.
With respect to potential negative impact on the property value, this is not a technical matter, and its evaluation is beyond the scope of this technical review.

Seek leave to appeal
To seek leave to appeal, you need to do these three things:

1. Prepare your application

- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see

- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?

Waste Disposal Site
Waste Management of Canada Corporation (WMCC) proposes to develop, own and operate a new enclosed non-hazardous recycling facility. The recycling facility is 5.26 hectares area within a total site area of 7.24 hectares. The new recycling facility will receive solid, non-hazardous recyclables (primarily blue box recyclables), including various plastics, metals, and paper/fibres, and separate them into “like” products. The recycling facility will have an Ontario service area, and the hours of operation will be 7:00 a.m. to 7:00 p.m. five days per week, with a night shift for maintenance work. WMCC is proposing to receive up to 750 tonnes per day of Single Source Recyclable (SSR) materials. For storage, it is proposed the total amount of unprocessed, processed, and residual waste stored on-site, shall not exceed 1,000 tonnes at any time.
Air & Noise
Sources of air and noise emissions at the facility include a dust collection system, maintenance welding, and fugitive emissions from the operations from the transfer/processing facilities.
Contaminant emissions to the atmosphere include particulate matter.
Industrial Sewage
Stormwater management works at the site consist of an existing stormwater management pond (SWMP) on a 1 hectare area, collecting stormwater runoff from an approximately 8.5 hectare drainage area to provide water quality and quantity control as per regulatory requirements. The SWMP discharges to the Canadian Pacific Railway ditch, adjacent to the SWMP, which ultimately discharges to a tributary of Cedar Creek.
