A decision was made on July 17, 2025 to approve Official Plan Amendment 125 to the London Plan, as adopted by By-law No. C.P.-1512(du)-223, with no modifications. This amendment updates policies in several Place Types to integrate Protected Major Transit Station Area policies, and increase permitted building type.

Official Plan Amendment 125 was adopted by the City of London on September 24, 2024, by By-law No. C.P.-1512(dv)-224. The submission was received on October 09, 2024, and deemed complete on October 24, 2024. The ministry is seeking feedback on the council adopted OPA and will review all comments before recommendations are provided to the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act.

The amendment integrates Protected Major Transit Station Area policies into the relevant Place Type policies, allowing for buildings up to 45 storeys in the Downtown Place Type and Protected Major Transit Station Area, up to 35 storeys in the Transit Village Place Type and the Transit Village Protected Major Transit Station Area, and up to 25 storeys in the Rapid Transit Corridor Place Type and the Rapid Transit Corridor Protected Major Transit Station Area.

OPA 125 updates Rapid Transit Station locations on Map 3 to align with the Downtown Loop, Wellington Gateway, and East London Link projects and adjusts Map 10 to add or remove properties within the Protected Major Transit Station Area, reflecting changes to the Transit Village Place Type.

Additionally, the amendment removes properties on Map 10 within the Protected Major Transit Station Area on Richmond Street (Kent Street to Epworth Avenue) and Western Road (Windermere Road to Sunnyside Drive).

The Ministry has received five public feedback submissions regarding OPA 124, in conjunction with OPA 125, which was posted concurrently on the ERO for public comment.

The comments on OPA 125 raised concerns about the removal of Transit Village and PMTSA designations, which limited high-density, transit-oriented development. Specifically, two key sites—743 Richmond Street and 200 Albert Street—were reclassified to Urban Corridor, reducing their development potential despite initial staff recommendations supporting higher density.

The rationale for these changes, as discussed by Council and planning staff, was based on BRT alignment revisions, which led to the exclusion of certain corridors from transit-focused intensification. The Urban Corridor designation was applied to maintain mid-rise development while aligning with the updated transit strategy and ensuring a more balanced distribution of growth across the City.

The Ministry staff did not recommend modifications because the changes made by the City Council were consistent with the City's revised transit planning approach and did not conflict with the Provincial policies (PPS, 2024). The revised designations still allow for moderate-density development, and applicants retain the option to seek site-specific Official Plan Amendments or Zoning By-law Amendments to pursue higher-intensity projects where appropriate. The staff determined that the City's approach aligns with its broader planning framework, making intervention unnecessary.
