A new Environmental Compliance Approval is granted to Parkhill Meats Limited for the collection, transmission, treatment and disposal of process wastewater and storm drainage for the Parkhill Meats Facility located at the Municipality of North Middlesex.
The approved process wastewater sewage works includes:
- one precast concrete oil grease interceptor
- one 367,000 L underground concrete holding tank
The approved stormwater management works serving the 1.63 ha of property, to provide normal Level water quality protection and to attenuate post-development peak flows to allowable release rates of 30 L/s (100-year storm event), consisting of the following:
- stormwater quality control
- stormwater quantity control
- erosion control works
It includes:
- one stormwater management dry pond having an available storage volume of approximately 649 cubic metres and a maximum depth of approximately 1.06 metres along with 0.36 m of freeboard, complete with a 100 millimetres diameter orifice installed in a ditch inlet catch basin to limit the outlet flow to a maximum discharge of 30 litres per second (100-year storm event)
- one Hydro First Defense Model 4HC, located inside a manhole (MH1), downstream of the dry pond, providing normal level (70%) of protection, having a sediment storage capacity of 540 litres and oil storage capacity 723 litres, at a maximum treatment flow rate of 30 litres/second, discharging via a manhole (MH2) and a existing 250 mm diameter outlet to the Jansen‐McLean Drain which ultimately discharges into Lake Huron.

Start the process to appeal
If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

This proposal is for a new Environmental Compliance Approval (sewage) to establish a stormwater management works facility serving an existing meat processing plant, in support of a proposed expansion development of a site located at 3900 Elginfield Road, on the north side of Elginfield Road, east of McLean Road and west of Cassidy Road, in North Middlesex/Parkhill, Ontario.
The sewage works design include the supply and installation of a new stormwater management facility (dry pond) for water quantity and quantity control, which will discharge from the site to the Jansen-McLean Drain, within the Mud Creek/Lake Huron Watershed.
The proposal further includes the supply and installation of a wash water/non‐agricultural source materials tank. The proposed meat packing/processing facility expansion involves a complete washdown of the processing area and the washdown wastewater (by pressure washing) will be sent to the 367,000 litres wash water/non‐agricultural source holding tank located on the north side of the facility through floor drains that are located throughout the processing facility.
The wastewater will first flow through an oil/grease separator tank after which it will flow into the wastewater tank. The wastewater will be then pumped into a tanker truck which will transport the wastewater to an approved site for processing.
