The application for consent was draft approved on November 14, 2025 subject to conditions.
The application was reviewed for consistency with the environmental policies of the Provincial Planning Statement. No public comments were received.
No specific concerns related to fish or wildlife habitat, species at risk, protected areas or public health and safety were identified in relation to this application. Given the small-scale of development and mitigation measures there will be no negative impacts to greenspace, natural heritage and water quality and quantity, nor public health and safety.
Conditions include: crown shoreline reserve encroachment resolution, confirmation of adequate capacity for disposal of sewage, landfill capacity, and flowage easement; and an acknowledgement signed by the transferor and transferees if the transaction is between family members, that they have read the standard information provided, including best management practices for shoreline development.
The applicant has two years to satisfy conditions of draft approval, otherwise approval will lapse. The approval can be appealed using the procedure outlined below. Notice to appeal the decision to the Ontario Land Tribunal must be filed with the Minister of Municipal Affairs and Housing on or before December 4, 2025.

Appeal Rights under the Planning Act
You can appeal all or part of this instrument to the appeal to the Ontario Land Tribunal (OLT) by submitting a notice of appeal to the Minister of Municipal Affairs and Housing. You have 20 days to begin the appeal process.

The purpose of the above noted formal application is for consent to sever one new resource-based recreational lot. The proposed severed lot, Lot 1, has approximately 73 metres of lakeside frontage, and an area of 1.98 hectares, with 2 cottages. The retained lot, Lot 2, has approximately 174 metres of lakeside frontage and an area of 2.06 hectares, with 1 cottage. Both lots use private servicing and no further development is proposed.
The subject lands are proposed to be accessed by water only. They are on Clearwater Bay, Lake of the Woods, Unorganized Territory, District of Kenora, approximately 12 kilometres by boat from Rockeries Marina. Of note, the subject lands can be accessed by land via Fire Road No. 1, off of Inglis Lake Road.
