The amended Environmental Compliance Approval includes approval of replacement sewage works serving either one or two dwelling units. The sewage works for one dwelling are rated at 1,100 litres per day and comprise of a 3,600-litre septic tank, pump 600-litre pump chamber (if required) and a filter bed.
The sewage works for the system serving two dwellings are rated at 2,200 litres per day and comprise of a 4,500-litres septic tank, pump 600- litres pump chamber (if required) and a filter bed.

The comments received were addressed as follows:
- The Number of Septic Systems Installed on the Albion Sun Vista (ASV) Property
The consultants were not made aware of additional permits and information at the time when the initial Design Brief was prepared and submitted. The design brief was subsequently revised and ministry was provided with the most recent design brief with accurate information.
- The New Installations Completed Under the Current ECA
The consultants were not made aware of sewage works constructed since 2002. Based upon the above comments, the consultants obtained information about these sewage works and included those as pat of the revised and updated design brief.
- Reporting of System Breakthroughs
The consultants have reported that they are working closely with the applicants on many other sites as well to upgrade old sewage system infrastructure and improve operation and maintenance. For the subject site, the applicants will prepare a detailed operation and maintenance manual and ensure that it is being followed.
- The Proposed Amendments to ECA 0720-4MUQ8R
The applicants have noted the remarks.

If you’re an Ontario resident, you can start the process to appeal this instrument decision.
First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.
If the appellate body grants leave, the appeal itself will follow.
Seek leave to appeal
To seek leave to appeal, you need to do these three things:
- prepare your application
- provide notice to the minister
- mail your application to three parties
1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:
- A document that includes:
- your name, phone number, fax number (if any), and/or email address
- the ERO number and ministry reference number (located on this page)
- a statement about whether you are a resident in Ontario
- your interest in the decision, and any facts you want taken into account in deciding whether you have an interest in the decision
- the parts of the instrument that you’re challenging
- whether the decision could result in significant harm to the environment
- the reason(s) why you believe that no reasonable person – having regard to the relevant law and to any government policies developed to guide decisions of that kind – could have made the decision
- the grounds (facts) you’ll be using to appeal
- the outcome you’d like to see
- A copy of the instrument (approval, permit, order) that you you are seeking leave to appeal. You’ll find this in the decision notice on the Environmental Registry
- Copies of all supporting documents, facts and evidence that you’ll be using to appeal
What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?
2. Provide your notice
You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.
In your notice, please include a brief description of the:
- decision that you wish to appeal
- grounds for granting leave to appeal

3. Mail your application

This proposal is to amend the existing Environmental Compliance Approval (ECA) No. 0720-4MUQ8R for the replacement of multiple small existing sewage systems servicing the units at the year-round residential community at Albion Sun Vista located at 6621 Vista Patrick Private in Greely, Ontario. The replacement sewage works will serve either one unit or two units.
