Détails de la décision
The Site will accept municipal solid waste (MSW) including recycling, construction and demolition (C&D) and industrial, commercial, and institutional (IC&I) residual waste. The facility will serve as a waste processing and transfer facility for the province of Ontario.
The Waste Unit is satisfied that the proposed design of the waste transfer building incorporates appropriate engineering controls to prevent the release of leachate, runoff to the natural environment and nuisance issues and site operations are consistent with similar waste approvals. All waste processing will occur indoors and any waste received at the public drop-off will be placed inside at the end-of-day.
Effets de la consultation
There was one email from the public (Brian Manese) received at the waste proposal comments email address. The comments provided were:
"It appears that WCC was successful in their zoning bylaw application and allowed to build a transfer station which would be approximately 1300 m2 (39m X 34m). However , now they are trying to increase capacity by “providing a Public drop off for waste.” Covered bins would be placed outside of the proposed building.” Under “limited operational flexibility” So in essence they are already pushing to expand the approved 39m X 34m Building with these “covered bins”.
I would assume that people can drop off waste 24/7 . Question – Will there be security 24/7 to monitor illegal dumping? Illegal dumping happens ALL the time!
Question – How many covered bins are they proposing? There should be a limit.
Question – I think it would be prudent to revisit this in a 1 year time period to see and hear what the local business concerns are /if any? Therefore, I suggest putting this on hold for a 1 year time period."
Response: In reviewing the application it was the reviewers opinion that operational flexibility was not required. Section 5 of the Design and Operations Report states that the waste contained in the bins for public drop off is part of total waste quantity to be stored on Site so the waste from these bins was already captured in the requested on-site waste storage quantity of the ECA. The Design and Operations Report also states that bins in this area will be used for recyclables. There is language included in the ECA reflect the number of bins that can be used (e.g. 4). From a technical and permitting perspective, there was no basis for putting the application on hold.

Proposition initiale
Détails de la proposition
This proposal is for an Environmental Compliance Approval (waste disposal site) with the Operational Flexibility for a non-hazardous solid waste transfer facility. The total site area is 2.29 hectares, and the proposed transfer station building would be approximately 1,300 square metres property located at 779 Powerline Road, Brantford, Ontario.
The existing property is already owned by Waste Connections Canada (WCC) and is used as a base for its waste hauling and bin rental business.
The proposed transfer station would accept municipal solid waste (MSW) and industrial, commercial, and institutional waste (IC&I), and some recyclable materials. In the future, WCC contemplates a modification including future public drop-off for waste and recyclables that would be placed in covered bins outside the proposed building. All materials will be stored indoors excluding the future public drop-off materials.
The maximum quantity of waste delivered to the site on any given day is 500 tonnes, and 146,000 tonnes annually. The facility will operate from 5:00 am to 11:59 pm, seven days a week. Internal operations at the facility, including the loading of trucks, may occur 24 hours each day, 365 days of the year.
The Environmental Compliance Approval with Operational Flexibility (waste), when issued, permits pre-determined modifications to the site’s operations without a requirement to make an application for amendment to the Environmental Compliance Approval (waste).
