Rationale for the Director’s Order
The Mansteel New Liskeard Landfill is a closed wood waste landfill located at 1107 Lakeshore Road South in the City of Temiskaming Shores. The site includes sewage and leachate management systems intended to collect, treat, and manage liquids generated at the landfill.
The ministry has identified concerns related to the management of leachate at the site, including the operation, and oversight associated with the sewage works. Sewage and leachate that are not properly managed have the potential to adversely affect groundwater and surface water, including Lake Timiskaming, which is used for downstream water supply and other environmental and recreational purposes.
Based on information available to the ministry, Mansteel New Liskeard Inc. and Troy Wilson are both associated with the site and have, at various times, had care and control of the site and its environmental management systems. The Ministry is proposing to issue a Director’s Order to Mansteel New Liskeard Inc. and Troy Wilson in order to clearly establish enforceable responsibilities related to sewage and leachate management.
Additional regulatory direction is required to ensure that sewage and leachate are managed in accordance with environmental approvals and legislative requirements, and to reduce the risk of adverse effects to the natural environment. The proposed Director’s Order is intended to address these concerns by requiring specific actions from the persons or entities with care and control of the site.
Requirements of the Director’s Order
If issued, the Director’s Order would require the parties to:
- retain a qualified person to oversee activities related to the management and operation of sewage and leachate systems at the site
- operate sewage works in a manner that prevents the discharge of untreated sewage to the natural environment
- update and maintain operational documentation for sewage works, including procedures and oversight requirements
- complete specified measures identified through technical assessments and Ministry review, as applicable
- conduct required monitoring, record‑keeping, and reporting to demonstrate ongoing compliance with environmental approvals; and
- provide information and documentation to the Ministry within specified timelines
The detailed requirements and compliance timelines would be set out in the Director’s Order itself.
