On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

This proposal is for a new Environmental Compliance Approval (Waste Disposal Site) for Li-Cycle Corp. for a hazardous and non-hazardous waste transfer facility to be located at 158 Hagerman Avenue in the City of Kingston, Ontario, on a site that is 0.095 hectares in area.
Activities at the facility include receiving, inspection, processing, and storage of waste lithium batteries, and the storage, and shipping of a battery recycling process of intermediate products.
The processing of lithium ion waste batteries will be taking place in a 950 square metre facility building and handle a total maximum amount of 40 tonnes per day of waste batteries, with a maximum storage capacity of 162 tonnes at any one time.
The site will service the Province of Ontario, as well as across Canada and the United States of America if applicable, and will be open 24 hours a day, Monday to Sunday. Shipping and Receiving hours are 24 hours a day, Monday to Saturday.
This proposal was submitted in conjunction with Air/Noise Application - Ministry Reference Number 7925-BP6NJW (ERO Number 019-1820).
