This proposal to import excess soil should have been considered in the initial license application. When the rehabilitation plan was created, it should have considered the available material on site, and the extent of mining that would be acceptable to accommodate the cut/fill balance.

Excess soil cannot be assumed to be clean fill. Excess soil within the ground water table has a high risk of contaminating the aquifer. Ridgemount Quarry extends into the Onandaga aquifer and is adjacent to Frenchmen's Creek.
